
The New Jersey Senate has unanimously approved legislation requiring public colleges and universities across the state to expand gambling addiction awareness and education for students, sending the measure to the governor for final action.
Lawmakers voted 38-0 last week to pass Assembly Bill A1715, following earlier unanimous approval in the Assembly. The bill is sponsored by Assemblywoman Garnet R. Hall and co-sponsored by several Democratic legislators.
Under the bill, public institutions of higher education, including state universities, colleges, and community colleges, would be required to take structured steps to address the risk of compulsive gambling among students.
The measure mandates that, at least once per semester, campuses invite and facilitate the presence of the Council on Compulsive Gambling of New Jersey to provide information and resources related to gambling addiction. This outreach would include education on gambling risks, available counseling services, and information on self-exclusion programs.
In addition, institutions would be required to make educational materials available on campus that promote responsible gambling behavior and clearly communicate how students can access helplines or other support services if they are experiencing gambling-related problems.
The current version of the legislation emphasizes ongoing education and consistent outreach rather than tying the requirements to specific commercial relationships or partnerships with gambling operators.
Supporters of the bill argue that college students face heightened exposure to sports wagering promotions and gambling-related content, particularly through sports media and digital advertising. As legalized gambling continues to expand statewide, advocates say early education and direct access to professional support services can help prevent unhealthy behavior from developing or escalating.
Assembly Bill A1715 was introduced in January 2024 and initially moved slowly through the legislative process. Momentum increased as it advanced through committee reviews in both houses. The Assembly approved the measure unanimously in March 2025, after which it was reported favorably out of a Senate committee before receiving final Senate approval this month.
Amendments adopted during the process clarified implementation details, including the frequency and format of campus engagement with gambling support organizations.
With legislative approval secured, the bill now awaits action by Gov. Phil Murphy. If signed into law, the measure would take effect immediately, requiring public colleges and universities in New Jersey to begin planning how to incorporate compulsive gambling awareness events and support resources into campus life.
