Brazil’s President Luiz Inácio Lula da Silva defended the Central Bank’s role in overseeing the country’s online betting market while also criticizing the proliferation of these platforms during a ceremony in Rio de Janeiro.

Comments from Lula placed the Central Bank at the center of online betting oversight, even though regulatory authority for the sector formally sits within the Ministry of Finance.

Lula raised the topic during a ceremony on January 16 at the Mint in Rio de Janeiro, held to commemorate the 90th anniversary of the creation of the minimum wage in Brazil.

Central Bank President Gabriel Galípolo attended the event, along with ministers Esther Dweck (Management and Innovation), Gleisi Hoffmann (Institutional Relations), and Luiz Marinho (Labor and Employment).

Lula links betting growth to social and governance concerns

In his remarks, Lula criticized the spread of online betting in Brazil and compared the market to casinos, which have historically been banned in the country.

“For a long time, I heard the discourse that casinos were prohibited. Casinos are gambling; they can’t be allowed, because the poor will spend money. Brazil couldn’t even have illegal gambling. Now, what happened? Casinos entered our homes with this number of betting options that were created,” the president stated.

Lula also tied betting activity to sectors such as sports and advertising while pointing to compliance issues.

“[Online betting] is taking over football, taking over advertising, taking over corruption in this country. You are seeing the work of the Central Bank, trying to make these people at least pay taxes,” said the president.

The president did not cite specific corruption cases involving betting platforms and did not provide numerical data on the economic impact of betting or tax revenue collected from regulated operators.

What agencies oversee the market

Brazil’s current federal government has implemented regulations for online betting. Under this environment, the Central Bank’s responsibilities include overseeing the financial system, including transactions connected to regulated betting sites, with the aim of preventing illicit activity such as money laundering and fraud.

However, the Prizes and Betting Secretariat of the Ministry of Finance is the entity responsible for overseeing “bets,” the local name commonly used for Brazil’s sports betting and online gaming segment, rather than the Central Bank of Brazil itself.

The Central Bank is the monetary authority and guardian of the currency, responsible for executing monetary and credit policies defined by the National Monetary Council (CMN), with the objective of maintaining price stability and the financial system, controlling inflation, and guaranteeing the purchasing power of the Real.

Galípolo’s attendance was announced the day before the ceremony, although the event had been scheduled since the start of the week. His presence was interpreted in the original report as a gesture of rapprochement between Lula and the monetary authority. Galípolo did not deliver a speech. 

Gambling establishments were banned in 1946 by decree of then-President Eurico Gaspar Dutra, who governed Brazil between 1946 and 1951.
