
Bally’s Corp.‘s planned mixed-use project next to the Athletics’ Las Vegas ballpark is expected to be completed by the end of 2030 and will have an estimated cost of $1.19 billion, according to a recent Clark County filing.
The application, filed on Dec. 29, details a phased design and construction plan for the project, which will include a hotel, casino, theater, and retail and dining spaces, the Las Vegas-Review Journal reported. The submission lists projected dates for 13 building permits and estimated contract valuations for each stage. The first permit filings last month marked the official start of the project, according to the application.
In addition to the upcoming Las Vegas mixed-use project, Bally’s is also moving forward with a $2 billion hotel-casino development in the Chicago area, which is currently under construction.
Early work at the 35-acre Las Vegas site, located at the southeast corner of Las Vegas Boulevard and Tropicana Avenue, is expected to include a parking garage, a central utility plant, a shared accessway, a 2,500-seat theater, and a podium on the northwest portion of the property.
Last year, Bally’s entitlement package indicated the project would be built in phases, with the first hotel tower slated for Phase 2. Renderings shared by the company depict a vibrant mixed-use development anchored by the A’s stadium. Bally’s Chair Soo Kim called the project a “once-in-a-generation opportunity to redefine the heart of the Strip.”
The latest filing suggests the hotel tower will be among the final project components, with the permit not expected until May 2028.
Construction on the A’s $2 billion, 33,000-seat stadium is underway on nine acres, while Bally’s project will occupy the remaining 26 acres. A’s officials say the ballpark is on track for its 2028 completion.
The first permits filed by Bally’s included applications for a central utility plant on Dec. 17 and a southeast parking garage and ramp on Dec. 22. Both facilities will serve Bally’s and the Athletics’ developments. The utility plant work is valued at $175 million, while the southeast parking garage is estimated at $150 million. Bally’s aims to secure approval for the shared utility plant permit this Friday.
Future permits for the Bally’s project, according to the Clark County filing, are planned over the next several years. In 2026, Bally’s will file permits for a shared accessway costing $10 million, theater foundations and podium superstructure at $30 million, theater superstructure, utilities, and core and shell at $70 million, northwest podium foundations at $25 million, and northwest podium superstructure, core and shell at $35 million.
In 2027, the schedule includes northwest podium build-out at $65 million, southwest podium foundations at $20 million, and hotel tower foundations at $25 million.
In 2028, Bally’s plans permits for the southwest podium superstructure core and shell at $20 million, southwest podium build-out at $10 million, and the hotel tower superstructure build-out at $550 million.
Permit approvals are expected periodically across 2026–2029, following the sequence of planned work.
