
The Argentine province of Santa Fe has set the deadline for its online sports betting licence tender. The province is advancing the regulation of the vertical through Law 14,427, passed on 18 December 2025 and published in the Official Gazette on 29 December 2025.
The deadline for submitting bids for the operation and management of online sports betting will close on March 2, the Government of Santa Fe has announced. The tender documents for the Public National and International Tender No. 104/25 were made public on Monday.
According to the tender, the bidding process is being conducted by the Caja de Asistencia Social – Lotería de Santa Fe and the Undersecretariat for Procurement and Asset Management. Bids must be submitted to their offices by March 2 at 12:00 p.m.
The opening of bids will take place the following day, March 3, at the same time, when the operators seeking authorization to offer online sports betting in Santa Fe will be announced. The tender has an international scope.
Following the approval of the legal framework for online sports betting in Santa Fe, a series of guidelines were established. Among them, the process will not include a limited number of licenses; instead, as many licenses will be granted as there are qualified bids, “provided they meet the established technical, legal, and economic requirements.”
It was also specified that the procedure will consist of a single stage, with administrative, technical, and economic evaluation, overseen by an Evaluation Committee.
Companies awarded licenses will have up to 180 days to implement their platforms. The contract will have a duration of 10 years, with the possibility of an extension of up to 24 months.
Within this framework, it was determined that the licensing fee payable by operators may not be less than 15% of gross monthly revenue, calculated on the total amount wagered minus prizes paid.
The tender specifications also establish that international bidders may only participate through Temporary Unions with local companies. In addition, minimum net worth requirements have been set, ranging from USD 2 million for domestic individual applicants to USD 120 million for international companies.
Throughout the entire term of the operating permit, the Province of Santa Fe will have “unrestricted access to gaming systems to verify wagers, prizes, and the settlement of the licensing fee.”
Under this scheme, the provincial government aims to “bring transparency to the market, curb the growth of illegal gambling, and ensure that online sports betting operates under state control, with clear rules and social objectives.”
The funds raised will be allocated to the Caja de Asistencia Social – Lotería de Santa Fe, with the goal of strengthening the financing of public policies.
