Brazil’s federal savings bank Caixa Econômica Federal revoked 23 permits authorizing the sale of CAIXA-administered lotteries in January 2026, with the compulsory actions published in the Official Gazette of the Union. The revocations were carried out under the Administrative Sanctions System established by CAIXA Circular No. 1077/2024.

The January enforcement affected lottery outlets operating in eight states, with São Paulo recording the highest number of revoked permits. Seven units in the state lost authorization, including Loterica Navegantes Ltda ME in Diadema; Muita Sorte Loterias Ltda ME in São Paulo city; Lotérica Coroados Ltda in Coroados; Previdelli & Mendes Loterias Ltda in Morro Agudo; Loterica Santa Sarah Kali Ltda in Gália; Loterica Gouveia Ltda EPP in Itapetininga; and Lopes Casas Lotéricas Ltda EPP in Paulistânia.

Rio de Janeiro accounted for six revoked permits across the capital and the Baixada Fluminense region. These included Bingou Loterias Ltda in Laranjeiras, Rio de Janeiro; Lopes Loteria Esportiva Eireli in Mesquita; Gurus da Sorte Ltda in São João de Meriti; Loteria Bem Me Quer Ltda in Magé; Dulcineia Rangel Fuly in Xerém, Duque de Caxias; and Castelanea Loterias Ltda in Imbariê, Duque de Caxias.

Three lottery outlets lost authorization in Pará, comprising Guamá Loteria Ltda in Belém; AEA Sousa Loterias Eireli in Nova Esperança do Piriá; and Loterica Trevo da Sorte Ltda in Ourém. In Rio Grande do Sul, two permits were revoked, affecting Loterica Victorense Ltda in Victor Graeff and AG Loterias Ltda in Porto Alegre.

Maranhão also registered two revocations, involving Grand Empreendimentos Ltda in São Luís and MSC Gonçalves Eireli ME in Luís Domingues. Single revocations were recorded in Santa Catarina for Paulo Roberto Pereira Setti Eireli ME in Joinville, in Amazonas for Loteria Mega Sorte Eireli in Manaus, and in Tocantins for Loterica VV Rodrigues Silva Ltda in Itaporã do Tocantins.

The January actions followed the enforcement trend in 2025, during which 162 lottery sales permits were compulsorily revoked nationwide. According to Febralot, the lottery retail sector currently comprises 13.109 units across Brazil, operates in 98% of municipalities, and generates approximately 70 direct jobs, while providing essential services, promoting financial inclusion, and supporting local economic activity.
