The International Association of Gaming Regulators (IAGR) has appointed Kevin Mullally as its first-ever chief executive officer, creating the role as the organisation expands its global reach and faces a more complex regulatory agenda.

IAGR said the newly established CEO position reflects its continued growth and aims to strengthen operational capacity, expand member engagement, build strategic partnerships, and deepen international cooperation among gaming regulators.

Formally incorporated in 2010, IAGR represents gaming regulatory authorities from jurisdictions around the world and serves as an international forum for cross-border collaboration on issues such as illegal gambling, match-fixing, integrity threats, and other regulatory risks requiring coordinated action.

Kevin brings an extraordinary depth of regulatory experience and a global perspective that aligns perfectly with IAGR’s mission,” IAGR President Ben Haden said in a statement. “The Board was unanimous in its excitement about bringing on a leader with Kevin’s background to guide IAGR in this newly-created CEO role.”

“His experience in regulatory governance, gaming industry technology, institutional leadership, and international collaboration will be invaluable as IAGR continues to strengthen its global role,” Haden added.

Under Mullally’s leadership, IAGR said it will focus on promoting regulatory innovation and the responsible adoption of new technologies to improve oversight, enhance data-driven decision-making, and expand its education, research, and professional development programmes.

The organisation said Mullally will also work to strengthen IAGR’s role in fast-growing and rapidly evolving markets, a priority expected to feature at its annual conference in Lima, Peru, in October.

Mullally previously served as long-time general counsel at global testing laboratory Gaming Laboratories International and was appointed in 2023 as the first chief executive of the UAE’s General Commercial Gambling Regulatory Authority, overseeing the launch of the country’s regulated gambling framework before stepping down in November.

“IAGR’s strength lies in its members and their willingness to work together across jurisdictions,” Mullally said. “My focus is on supporting regulators by expanding collaboration, sharing practical solutions and ensuring IAGR remains at the forefront of addressing the most critical regulatory issues worldwide.”

IAGR operates under a member-led governance structure, with a rotating president and a board of trustees drawn from multiple jurisdictions, including the United States, Britain, Denmark, and Botswana. Haden also serves as director of research at the UK Gambling Commission.
