
Ontario’s regulated online gambling market posted another record-setting year in 2025, with licensed operators handling nearly CAD 100 billion ($73.3 billion) in wagers and producing just over CAD 4 billion ($2.9 billion) in non-adjusted gross gaming revenue (NAGGR), as per data from iGaming Ontario (iGO).
Total cash wagers reached approximately CAD 98.3 billion in 2025, a 26% increase year over year. Operators’ combined NAGGR climbed even faster, rising 34% from 2024 to CAD 4 billion across online casino, sports betting, and peer-to-peer poker platforms.
As iGO reports revenue figures before Ontario’s 20% tax rate is applied, the results suggest the province generated roughly CAD 807 million in iGaming tax revenue last year. Operators would have retained about CAD 3.2 billion after tax.
Since Ontario opened its regulated iGaming market in April 2022, total operator revenue has now surpassed CAD 10 billion, reaching approximately CAD 10.2 billion. That equates to an estimated CAD 2.04 billion in cumulative tax revenue for the province over the nearly four-year period, according to iGO’s report.
The market closed 2025 with its strongest month on record. December handle hit CAD 9.5 billion, and revenue reached CAD 425.4 million, up 21.5% and 57.3%, respectively, from a year earlier. Monthly handle topped CAD 9 billion in each of the final three months of the year, while revenue first crossed CAD 400 million in November and climbed again in December.
Ontario finished the year with 1.267 million active accounts, up 24.5% year over year. Average revenue per account rose to a record CAD 334, a 27% increase from 2024.
Online casino gaming continued to drive the bulk of Ontario’s iGaming activity.
In December, iCasino accounted for nearly CAD 8.3 billion of the CAD 9.5 billion wagered, or 87% of total handle. That share never fell below 83% throughout the year and peaked at 89% during the summer months.
iCasino also generated the majority of revenue. December’s online casino NAGGR totaled CAD 320.5 million—about 75% of the monthly market total—and operators finished the year with more than CAD 3.1 billion in casino-specific revenue.
Sports betting remained a smaller but significant segment of the market, typically hovering near CAD 1 billion in monthly handle. In December, sportsbooks generated CAD 1.09 billion in wagers, representing 11% of the total, though that figure was down 4% from December 2024. Across the year, Ontarians wagered more than CAD 12 billion on sports.
Still, revenue surged late in the year. Sports betting NAGGR reached CAD 102 million in November and CAD 99.1 million in December, the two highest monthly totals of 2025. December’s figure was 150% higher than the CAD 39.6 million recorded in the same month a year earlier, aided in part by NFL results and other major sporting events.
P2P poker remained a minor contributor while restricted to Ontario-only liquidity. The vertical posted CAD 141 million in handle and CAD 5.8 million in revenue in December, roughly 1.4% of market totals.
Ontario has 48 licensed iGaming operators running a combined 82 gaming sites, not including the government-run Ontario Lottery and Gaming Corp., which is outside iGO’s reporting and has yet to release its full 2024-25 annual results.
The operator mix shifted during 2025, highlighted by the launch of DraftKings-owned Golden Nugget Online Casino, while brands such as Fitzdares, Betiton, MagicRed Casino, and the Wildz group exited the market.
Ontario could soon approach 50 operators once more. Sports streaming platform DAZN received approval this month to launch DAZN Bet in the province in 2026. New entrant absolutebet has also secured a license but has not yet gone live, and High Roller Technologies currently has an application pending with the Alcohol and Gaming Commission of Ontario.
