Three gaming executives at high-end Las Vegas properties were unanimously recommended for licensing on Wednesday by the Nevada Gaming Control Board, reports the Las Vegas Review-Journal.

The board voted to recommend licensing for Jacqui Krum, executive vice president, general counsel, and manager of Wynn ResortsVladimira Mircheva, chief financial officer and executive vice president of Bally’s; and Carlos Castro, president, secretary, and treasurer of Resorts World Las Vegas.

All three recommendations followed suitability hearings conducted by the board. Final licensing approval will be considered by the Nevada Gaming Commission during its March 26 meeting.

Bally’s diverse project pipeline

Mircheva told regulators that keeping ahead of all of Bally’s projects across several markets will be one of her primary challenges. She reports directly to Bally’s chairman, Soo Kim.

The company is working with the Athletics on a development connected to a Major League Baseball stadium planned at Tropicana Avenue and Las Vegas Boulevard. Bally’s is also working to open Chicago’s first casino and has been selected for a license to develop a casino resort in New York.

“We’re actively engaged in finding partners and working with our landlord” in Las Vegas, Mircheva said. “There’s obviously a capital commitment under an LOI (letter of intent) there, which has only partially been funded.”

The Bally’s Las Vegas development is expected to proceed in phases. The plan could include a 3,000-room hotel.

“Bally’s has announced a plan to develop a retail, entertainment and dining center that we think is going to be very attractive, given the fantastic location that we have and kind of where it sits on the Strip,” Mircheva said.

You know, we foresee one great opportunity for billboards and signage and advertising for various retailers, as well as an attractive shopping center that naturally is going to have a lot of foot traffic that will be driven by the A’s. We are looking at eventually potentially having the two hotel towers with 3,000 rooms and 500,000 square feet of retail, entertainment and dining space.”

The stadium is scheduled for completion before the start of the 2028 baseball season.

Wynn Resorts leadership transition and international operations

Krum will succeed Ellen Whittemore, who retired last year after announcing her planned departure in September 2024. Whittemore is a member of the Gaming Hall of Fame.

Originally from South Africa, Krum previously held a comparable role at Encore Boston Harbor and participated in the opening of the resort in June 2019.

Krum told regulators that she plans to relocate to Las Vegas. The role also includes quarterly visits to the company’s properties in Macao and to Wynn Mayfair in London.

The London property was acquired in January 2025. The site serves as a feeder market for the $5.1B Wynn Al Marjan Island Resort development in the United Arab Emirates, which is scheduled to open in 2027.

Resorts World review and board action

Castro received a recommendation for approval without appearing before the board. Regulators recently conducted a detailed review of anti-money-laundering compliance procedures at Resorts World.

The review took place when former Nevada governor Brian Sandoval and former Gaming Control Board chairman A.G. Burnett were licensed as board members of the resort in February.

The property’s parent company received a fine in 2025 after gamblers with links to illegal bookmaking were allowed to play at the casino.
