Regulators from North, Central and South America, alongside international counterparts, have confirmed their participation in SiGMA North America 2026, the inaugural summit scheduled to take place at Centro Banamex in Mexico City from 1 to 3 September.
The event is expected to attract 4,000 delegates, including around 1,000 operators, more than 150 speakers, and over 200 exhibitors and sponsors. Nearly half of attendees are expected to be C-suite executives.
The regulatory delegation spans state lotteries, tribal gaming commissions and national gaming authorities across the Americas, with support also coming from the Alderney Gambling Control Commission. The commission recently endorsed the event, with Chairman Andrew Gellatly signing a letter of support highlighting the summit as a platform for engagement between regulators and the wider iGaming industry. Gellatly will also attend the event.
From the United States, confirmed attendees include Brian Rockey, Director of the Nebraska Lottery and Charitable Gaming Division, which regulates the state’s lottery and charitable gaming activities; Van Billops, CPA, Commissioner and Acting State Gaming Representative at the New Mexico Gaming Control Board and representative of the North American Gaming Regulators Association (NAGRA); Rebecca Paul, President and CEO of the Tennessee Education Lottery Corporation; and Rory Dilweg, President and chairman of the Buena Vista Tribal Gaming Commission, who also negotiates gaming compacts between tribal governments and US states.
Mexico will be represented by Olivia Salomón Vivaldo, General Manager of Lotería Nacional de México, which directs lottery proceeds towards social assistance and public welfare programmes.
The Caribbean delegation includes Edgar Pagan, Deputy Director of Puerto Rico’s Comisión de Juegos, which regulates casinos, sports betting, equestrian sports and gaming machines, and Heidi Hernández Olivo, Secretary General of Puerto Rico’s Negociado de Loterías, which oversees the island’s traditional lottery.
Panama will be represented by Ventura Vega Batista, Secretary General of the Junta de Control de Juegos, the country’s gaming regulator responsible for licensing, oversight and enforcement of land-based and online gaming.
Meanwhile, Honduras will send Lissa Mencía, Country Director of Loto Honduras (LOTELHSA), which operates the country’s electronic lottery under a state concession and channels proceeds to the national child welfare agency.
South American participants include Carlos Moyano, President of Entre Ríos Gaming in Argentina; Jesús Acevedo, President of LOTBA in Buenos Aires, which has focused on tackling unauthorised betting sites and protecting minors; Marcelo Visconti, Director General of Uruguay’s Dirección Nacional de Loterías y Quinielas; and Diego Hernández, General Manager of Colombia’s Lotería de Boyacá, whose lottery proceeds support the country’s healthcare system.
Regulatory issues will feature prominently throughout the conference programme.
On 2 September, Pagan will join the panel Same Industry, Different Rules: Europe vs LATAM, examining regulatory differences between the two regions, including payment systems and marketing rules. Later that day, Gellatly and Dilweg will lead Regulatory Escape Room – North America Decoded, an interactive session designed to help Latin American operators navigate licensing requirements across US states and Canadian provinces.
On 3 September, Moyano will participate in The Red Pen Forum: Regulators Respond to the Industry, where regulators will address anonymous feedback submitted by industry participants. The programme also includes Gaming & Economic Growth: A Dialogue Between Regulators and Policymakers, which will examine the impact of gaming expansion on employment and tax revenue, and The Identity Battle in Mexico: Growth, Fraud and KYC in a Market of 8 Million Players, focusing on identity verification and fraud prevention in Mexico’s gaming market.

The regulatory lineup supports SiGMA’s Business-to-Government (B2G) programme, launched in 2025 to strengthen engagement between governments, policymakers and the gaming industry. The initiative connects stakeholders through networking events, diplomatic receptions and conferences.
In 2026, it will focus on eight regions, including Mexico, and offer a Regulatory Advisory Programme to help governments develop gaming frameworks covering taxation, anti-money laundering and compliance.
