The Philippine Amusement and Gaming Corporation (PAGCOR) hosted officials from the Malawi Gaming & Lotteries Authority (MAGLA) for a regulatory knowledge exchange aimed at supporting the development of Malawi’s gaming industry.
PAGCOR Chairman and CEO Alejandro H. Tengco said the visit reflects the Philippines’ growing reputation as a model for gaming regulation, particularly for jurisdictions with emerging gaming industries.
“We welcome the opportunity to exchange best practices with our counterparts because we can always learn from other jurisdictions, and they certainly can learn a lot from our experience as a country with a more mature gaming industry,” Tengco said.
MAGLA, established under Malawi’s Gaming and Lotteries Act of 2022, is the country’s national regulator overseeing gaming, betting, and lottery activities. According to its website, the authority aims to ensure a safe, fair, and transparent gaming industry whilst protecting consumers, promoting responsible play, and supporting national development.
PAGCOR said the visit adds to a series of international benchmarking engagements with gaming regulators and government officials.
In January 2024, officials from Osaka City and the Japan Gambling Commission visited PAGCOR to study the Philippines’ regulatory framework for integrated resorts. Accompanied by Tengco and other PAGCOR officials, members of the Osaka City Council toured integrated resort casinos in Entertainment City to gain insights into casino regulation and operations.
PAGCOR said the benchmarking visit came as Osaka prepares to open Japan’s first major integrated casino resort by 2030. The regulator also noted that Cambodia has sent a delegation to study the Philippine gaming industry as it develops regulations for its domestic gaming sector.
