The Alcohol and Gaming Commission of Ontario (AGCO)’s Board of Directors announced Thursday it has initiated an executive search for a new Registrar and CEO after current boss Tom Mungham announced his retirement at the end of this year. 

Mungham confirmed his intentions to step down as leader of the AGCO last week, thus ending his 33-year career of public service as an Ontario civil servant for multiple ministries. 

He held several positions in AGCO, including Director of Licensing and Registration and Chief Operating Officer before being appointed as the Registrar and CEO in 2020. 

During his tenure, he led and oversaw many regulatory modernization initiatives, including the expansion of land-based casinos, regulation of OLG lotteries, and more. He was also in charge of the development and regulatory oversight of Ontario’s new online gaming market, which launched on April 4, 2022.

Lalit Aggarwal, Chair of AGCO’s Board of Directors, confirmed Mungham will continue in these roles while the Board searches for his replacement.

“For over 33 years of public service, Tom has devoted his career to serving the people of Ontario. Before joining the AGCO, Tom worked in the Ministries of Correctional Services and Solicitor General before moving to the Ontario Provincial Police (OPP),” Aggarwal noted.

The Board of Directors of AGCO thanked Mungham for his contributions throughout his 17-year career at AGCO and his leadership as Registrar and CEO. Throughout his tenure with the regulator, “Tom has provided exceptional leadership to this agency as its mandate expanded and took on many regulatory modernization initiatives in each of the sectors it oversees,” the board added.
