Brazil’s regulatory oversight, sports integrity, Responsible Gaming, B2B licensing, prediction markets, federal lottery policy and the proposed legalization of land-based casinos will lead the agenda at the GAT Official Launch Brazil 2026, scheduled for July 29 and 30 at the Jockey Club of São Paulo.
The July 30 program will run from 2 PM to 6:45 PM, with registration beginning at 1 PM and a networking cocktail reception scheduled from 7 PM to 9 PM. Associations, operators, manufacturers, technology suppliers, authorities and industry experts from Brazil and Latin America are expected to attend. An invitation-only event will also be held at the Vicky Barcelona restaurant on July 29.
The conference will open with José Aníbal Aguirre, founder and CEO of GAT Events, and Liliana Costa, LatAm director of World Gaming Business. Clarion Gaming’s World Gaming Business is the event’s media partner, while Gaming Laboratories International is a sponsor.

Alex W. Pariente, chair of the event and founder and principal of Pariente Advisory, will begin the conference program with an assessment of the Brazilian market in mid-2026. His presentation will address the channeling gap behind official figures, the World Cup as a test of the regulated system, and the prospects for PL 2234, which contemplates the legalization of land-based casinos.
Pariente, who has three decades of experience opening and operating integrated resorts in Latin America and the Caribbean, said: “Brazil is no longer debating whether it will have a regulated market; it is debating how investable it will be. Legalization is the event. Investability is the condition.”
Two panels will examine the potential land-based casino market. The first will consider Bill 2234, integrated tourism developments and their possible effects on investment, employment, economic development and responsible operations, while drawing on international experience.
Pariente will moderate the discussion with Roberto Carvalho Brasil Fernandes, founder of Brasil Fernandes Advogados; Plínio Augusto Lemos Jorge, president of ANJL; and Bruno Omori, president of IDT-CEMA.
A second session will examine the supply chain, certification, workforce development, responsible operations and omnichannel integration that a regulated casino market would require. Pariente will moderate, with Max Bauer, Novomatic’s director for Latin America, and representatives of leading land-based manufacturers participating.
The transition from licensing to effective supervision will also be addressed. Nineteen months after regulation began, the market is moving toward oversight under an established institutional framework, with continued challenges involving illegal supply, channeling, technology and financial controls.
Neil Montgomery, founder and managing partner of Montgomery, will moderate the panel with Hazenclever Lopes Cançado, former president of Loterj; Fabiano Jantalia of Jantalia Advogados and president of the Games and Betting Commission of the OAB/DF; and Eduardo Ludmer of BetMGM’s legal and compliance division.
A World Cup panel will focus on sporting integrity, responsible advertising and consumer protection as significant betting volumes moved through Brazil’s regulated system during the global event. Bárbara Teles, co-founder of the Association of Women in the Gaming Industry, will moderate. Ricardo Magri, co-founder of EBAC, an organization dedicated to preventing compulsive gambling, will participate alongside experts yet to be confirmed.
B2B licensing and technical infrastructure will be examined in a session covering laboratories, certification standards, market diversification and continuing licensing challenges. Hugo Leite of Gaming Laboratories International will moderate, with Thiago Garrides, CEO of Cactus Gaming, and Ana Bárbara Costa Teixeira, responsible for regulatory affairs at Playtech.
Another panel will assess Brazil’s coordinated regulatory response to prediction markets, the authorized scope for event contracts tied to economic and financial benchmarks and the implications for other Latin American jurisdictions. Sávio Prado, secretary of ALAE, will moderate. Fabricio Tota, director of Mercado Bitcoin and a columnist for Estadão, will participate with two speakers still to be confirmed.
The closing panel will examine state and municipal lotteries, STF decisions in ADPFs 492 and 493, the role of Caixa and the continuing federalism debate. Amilton Noble, CEO of Hebara, will moderate the session with Fabíola Esteves, president of Loterj; Ricardo Amado, president of FEBRALOT; Roberto Quattrini, managing director of Novomatic; and Iuri R. Castro, Eng., M.Sc., Ph.D., a former undersecretary of lotteries and betting.
Pariente, Montgomery, Costa, Teles, Magri, Lemos Jorge, Omori, Noble, Prado, Castro, Georges Didier and Leite will serve as GAT Brazil Ambassadors and participate as moderators or panelists alongside authorities, executives and specialists.
