
Brazil’s Secretariat of Prizes and Bets (SPA) has ordered the immediate suspension of 14 licensed betting sites after taking seven precautionary measures against operators over failures involving regulatory oversight and responsible gaming controls.
The measures, adopted on Friday, followed administrative sanctioning proceedings initiated in August 2025. Operators that fail to comply with the precautionary measures are subject to a daily fine of BRL200,000 ($38,557).
Five of the seven precautionary measures were connected to failures in transmitting information to the betting management system, Sigap. The SPA uses Sigap to monitor betting volumes, gross gaming revenue and compliance with regulatory requirements in real time.
The remaining two precautionary measures concerned failures to implement effective mechanisms for controlling, evaluating and monitoring users as part of responsible gaming requirements.
Among the companies affected, Select Operations, operator of mma.bet.br, betvip.bet.br and papigames.bet.br, did not provide the required information needed for effective SPA monitoring and oversight. Nexus International, whose brand is megaposta.bet.br, also failed to submit documents required by the SPA to Sigap for monitoring and oversight.
RR Participações e Intermediações de Negócios, which operates multibet.bet.br, rico.bet.br and brx.bet.br, was cited for failing to provide documentation required for due diligence on the company’s actual shareholding structure.
The absence of the documentation hampered the SPA’s assessment of compliance with requirements covering legal standing, tax and labor compliance, integrity, economic and financial qualification and technical qualification.
Pixbet Soluções Tecnológicas was subject to two measures, one related to responsible gaming controls and another involving failures to provide information to Sigap. Its suspended brands are pixbet.bet.br, ganhei.bet.br and betdasorte.bet.br.
Zeroumbet Digital Platform, operator of zeroum.bet.br, sportvip.bet.br and energia.bet.br, was found to have violated regulations by failing to send information intended for SPA monitoring and oversight. Enseada Serviços e Tecnologia also failed to provide information required for monitoring and oversight, resulting in the suspension of kbet.bet.br.
Under the suspension orders, the affected platforms may remain accessible only to allow players to withdraw their funds.
Precautionary measures form part of the SPA’s supervisory and sanctioning powers and may be applied when requirements relating to plausibility and the danger of delay are met. They are provided for under Articles 44 to 46 of Law 14.790/2023 and Articles 31 to 33 of SPA/MF Ordinance No. 1233/2024.
Measures available to the SPA include the temporary deactivation of equipment and systems and the collection of issued tickets.
