The Government of Buenos Aires Province has announced the implementation of a new tax withholding regime that will impose a 2% rate on prizes won through online betting. The proceeds will be allocated to healthcare and gambling addiction prevention programmes.
Government Minister Carlos Bianco explained that the new tax will apply only “to prizes from immediate-resolution games (known as slot games) offered on the seven online platforms authorised in the province”: bet365, Betano, Betsson, Betwarrior, bPlay, Sport.bet.ar and Stake. The operators will be required to submit weekly sworn statements to verify the deductions applied to prizes.
According to the provincial government, the contribution was already provided for under existing legislation, and the funds raised will be allocated to health, education and social development programmes through the Social Progress and Inclusion Fund (FOPIS). They will also be used to strengthen provincial policies for the prevention of and assistance with gambling addiction.
“It is a decision by Governor Axel Kicillof. Our estimates are that, through this new contribution, the province will receive an additional ARS 35 billion ($23 million) to ARS 40 billion ($26.5 million) every month,” Bianco explained.
The new tax is established in a resolution signed last week by the Provincial Lottery and Casino Institute (IPLyC), headed by Gonzalo Atanasof. It falls within the regulatory framework established by Law 15079, which was passed in late 2018 by then-Governor María Eugenia Vidal.
Article 137 of the legislation establishes a contribution of between 1% and 3% on all prizes resulting from successive bets on immediate-resolution games, such as slot machines, where the outcome is known immediately after each play. The new measure now extends the contribution to the online format.
As part of the announcement, Bianco also highlighted the work of the interministerial committee addressing gambling addiction, which includes prevention, assistance and enforcement measures.
“Among the measures implemented are a digital wellbeing survey involving more than 90,000 secondary school students, prevention campaigns, more than 800 complaints against illegal betting sites, and biometric identification to access legal platforms. As a result, minors are now unable to access legal gambling platforms in Buenos Aires Province,” the official said.
