The Gambling Commission has named Sue Young as its new executive director of operations. Young joins the gambling regulator from HM Revenue & Customs (HMRC), where she served as head of the Debt Management directorate.
Her extensive public-sector career also spans senior roles at the Home Office, including Border Force operations, HM Inspectorate of Constabulary and Fire & Rescue Services. It also includes the Department of Health and Social Care.

The Commission confirmed that Young would oversee several key operational functions. This will continue its mission to promote a “safer, fairer and crime-free” gambling environment.
The appointment is poised to influence the Commission’s prioritisation and resourcing across enforcement, compliance assessments, licensing decisions, and anti-money laundering (AML) efforts.
Young said: “The Commission plays an important role in protecting consumers and ensuring gambling is conducted fairly and safely. I’m looking forward to building on the significant work already underway across the organisation.”
Tackling the illegal market
“I’m delighted to welcome Sue to the Gambling Commission,” acting chief executive Sarah Gardner added. “There is a great deal of important work underway across our operational teams, not least our continued focus on tackling the illegal market and delivering strong regulatory outcomes.”
Gardner also emphasised that Young’s operational expertise would help bolster ongoing initiatives against illegal gambling and enhance regulatory results. “Sue brings a wealth of operational leadership experience and I’m very much looking forward to working with her,” she added.
The news follows Andrew Rhodes stepping down as CEO of the Gambling Commission in February.
