The final day of the Cibelae 2024 Congress was held on Friday (April 19) at the Sofitel Recoleta Hotel in the city of Buenos Aires. The event, organized by the Iberoamerican Corporation of State Lotteries and Gambling (Cibelae), came to a close with a new series of Round Tables with the participation of authorities and experts in the sector.

The organizers were very satisfied with the attendance, which, beyond expectations, reached 120 accredited participants from different Latin American countries. Among the novelties was the incorporation of the Formosa Lottery and the Rio de Janeiro Lottery (Loterj) into Cibelae, whose president Hazenclever Lopes Cançado was present for the occasion.

Likewise, the presence of representatives from Brazil was key to understanding the current situation of such an important market as the one in that country. Simone Vicentini, Deputy Secretary of Prizes and Gambling (SPA) of the Ministry of Finance, attended on behalf of Lula da Silva’s government and presented the situation in Brazil and its regulation process during the first day’s first round table.  

Next, Agustín Li Gambi, General Director of Legal Affairs at the Provincial Gaming Institute of Neuquén (IJAN) and President of ALEA‘s Legal Affairs Commission, spoke about the situation in Argentina regarding the fight against the illegal gambling market. This panel was moderated by Luca Esposito, Secretary General of ULIS and Executive Director of WLA, who had previously made a presentation on ULIS.

Then came the turn of Santiago Schunk, who presented the Cibelae Games Map, a detailed system for collecting data on gaming in each country of the region.

Afterward, and under the moderation of Sebastián Vivot, Manager of Modernization and Information Technologies at the Buenos Aires City Lottery (LOTBA), a new round table discussion was held with representatives of the regulators of Costa Rica and Chile. Esmeralda Britton Gonzáles, President of the Social Protection Board (JPS), represented the Caribbean country, while Vivien Villagrán Acuña was present on behalf of the Superintendency of Casino Gaming (SCJ).

Before the lunch break, a presentation of platinum members of CIBELAE was made, with presentations by Louis D’Andrilli, Director of Business Development of Sports Betting of IGTand Georgie Didier, Regional Director for Latin America, and Valter Delfraro Junior, executive of Government and Business Relations (GLI Brazil), on behalf of GLI

After lunch, it was the turn of the round table discussion with regulators from El Salvador and Uruguay, moderated by Rodrigo Cigliutti, Executive Director of Cibelae. The Salvadoran case was presented by Javier Millán, President of the National Charity Lottery (LNB), while Fabián García, President of Sports Betting at La Banca de Uruguay, explained the functioning of the market in Uruguay based on the “Supermatch” success story.  

In the following round of presentations of Platinum Members, Gonzalo Torres, General Director for Latin America of Scientific Games; and Javier León, President of Alianza Capitales of Shift Gaming Technologies, took the floor.

The last panel discussion was moderated by Mauricio Rodriguez, from the LNB of El Salvador. This panel began with a presentation by Javier Reséndiz, Deputy Director General of New Businesses of Mexico’s National Lottery. Martín García Santillán, General Manager of LOTBA, closed the table with a report on the gaming situation in the city of Buenos Aires.

The last presentation of Cibelae Platinum members counted with the participation of Charmaine Hogan, Director of Regulatory Affairs at Playtech, and Ricardo Feijó, Legal and Compliance Director at Paybrokers.

Finally, Cibelae’s Executive Director, Rodrigo Cigliutti, was in charge of the event’s conclusions. In addition to the satisfaction with the high attendance of the 2024 Congress, as well as the participation of representatives from all over the continent, it was announced that the 1st Seminar on Marketing and Advertising of the Gaming industry will be held in Buenos Aires next year.
